The above captioned matter was scheduled for hearing March 21, 1985 at which time the parties appeared and presented evidence and argument on the complaint.

The original hearing officer's report was presented to the full Commission on June 12, 1985 at which time Commissioner Lahey withdrew her report. A stipulation dated July 31, 1985 was received by the Commission wherein both parties stipulated that this matter be withdrawn as all requested documents have been received by the complainants.

The following order by the Commission is hereby recommended on the basis of the record concerning the above captioned complaint.

1. The complaint is hereby dismissed.
