The above-captioned matter was heard as a contested case on March 8, 1988, at which time the complainants and the respondent appeared and presented testimony on the complaint. Subsequent to the hearing, the complainant notified the Commission that an agreement had been reached in settlement of the matter and thereby withdrew his complaint.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed.
