The above-captioned matter was heard as a contested case on December 7, 1989, at which time the complainant and the respondent appeared, and presented testimony, exhibits and argument on the complaint.
After consideration of the entire record, the following facts are found and conclusions of law are reached:
1. The respondent is a public agency within the meaning of 1-18a(a), G.S.
2. By complaint filed June 15, 1989, the complainant alleged that the respondent had failed to provide her with copies of certain records.
3. It is found that by letter dated May 18, 1989, the complainant requested copies of a report regarding her deceased brother who was picked up by the respondent just prior to his death May 18, 1989.
4. It is found that the respondent provided a copy of one record prior to the hearing.
5. It is found that at hearing the respondent provided the complainant with a copy of the only other record it had concerning her brother.
6. It is concluded that by inadvertance the respondent had failed to comply with 1-15, G.S.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.
1. Henceforth, the respondent shall comply with 1-15, G.S.
