This matter was consolidated for hearing with contested case docket numbers FIC 90-415, FIC 90-416, FIC 90-417, FIC 90-419 and FIC 90-420.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed for failure to prosecute.
