5, 1991, at which time neither the complainants nor the respondent appeared.

following order by the Commission is hereby recommended on the basis of the
record concerning the above-captioned complaint:
1. The complaint is hereby dismissed for
failure to prosecute.
2. The Commission notes that the complainants
and the respondents should have, as a common courtesy, contacted the Commission
to inform it of their desire not to proceed with the complaint.
