The above-captioned matter was scheduled to be heard as a contested case on September 27, 1990, at which time the complainants and the respondents ostensibly settled the matter and submitted a written stipulation to the Commission. The parties then appeared at the Commission's November 28, 1990 meeting, at which time the Report of Hearing Officer was considered. At that time, the respondents maintained that their attorney had not been authorized to enter into the written stipulation. The hearing officer then withdrew her report, and a hearing was scheduled for December 21, 1990. Before the date of the hearing, the complainants withdrew their complaint.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed.
