The above-captioned matter was scheduled to be heard as a contested case on February 11, 1993, at which time the complainants and the respondents appeared and reached a stipulated settlement of the complaint. In consideration for the complainants withdrawing their complaint, the respondents agreed to stipulate to certain changes in their minutes that would reflect the reasons the complainants' site plan application was denied, and the motions that were made at a certain meeting of the Commission on the City Plan on July 21, 1992. The details of the parties' stipulation are more fully set forth in the written stipulation submitted by the parties and as reflected by the record of this case.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
1. The complaint is dismissed.
