The above-captioned matter was heard as a contested case on July 6, 1993, at which time the complainant and the respondents appeared. The complaint in this matter was consolidated for hearing with the complaint in contested case docket #FIC 93-85. At the hearing into these matters, the complainant withdrew his complaint in the matter of contested case docket #FIC 93-74.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.

1. The complaint is hereby dismissed.
