            The above captioned matter was scheduled to be heard as a contested case on November 4, 1993.  On November 4, 1993, the complainant and the respondent appeared and pursuant to 4-177(c), G.S., they entered into a stipulation.  Thereafter the complainant requested that his complaint in this matter be withdrawn.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1.  The complaint is dismissed.
