The above-captioned matter was scheduled for hearing as a contested case on March 7, 1994. Immediately prior to the hearing the complainant telephoned the Commission to say that he could not appear to prosecute his complaint. The Commission then informed the respondent of same, and advised the respondent that there was no need for it to appear.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.

1. The complaint is hereby dismissed.
