            The above-captioned matter was scheduled to be heard as a contested case on March 7, 1996, at which time the respondents appeared, however the complainant failed to appear.  The matter was then reopened and scheduled to be heard as a contested case on May 24, 1996.  Prior to the hearing, the complainant informed the Comission that she was withdrawing her complaint.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

1.     The complaint is hereby dismissed.
