	The above-captioned matter was scheduled to be heard as a contested case on 
April 15, 1998 at which time the complainants and the respondents appeared and entered 
into the following agreement in settlement of the complaint:
	
i)  the respondents acknowledge that there were meetings of 
the New School Executive Committee (“committee”) that 
were held, but which were not noticed and for which 
minutes were not made available, in accordance with the 
provisions of §1-21(a), G.S.;
ii)  the complainants and the respondents agree that the 
failure of the respondents to provide notice and minutes, 
described in i) above, constitutes a violation of §1-21(a), 
G.S.;
iii)  the complainants and the respondents agree that the 
violation, described in ii) above, was not willful or 
intentional;
iv)  the respondents agree to reconstruct to the best of their 
abilities the minutes of all meetings of the committee.
	In light of the above, the following order by the Commission is hereby 
recommended on the basis of the record concerning the above-captioned complaint:
	1.  The complaint is dismissed.
	2.  The Commission heartily commends the parties and their counsel in this matter 
on having used their best efforts to resolve their previous dispute.  This non-litigated 
settlement of their dispute has prevented the town of Watertown and this Commission 
from unnecessarily expending scarce resources.
