The above-captioned matter was heard as a contested case on July 15, 1998. Neither the complainant nor the respondent appeared. After consideration of the entire record, the following facts are found and conclusions of law are reached:
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.
1. The complaint is hereby dismissed for failure to prosecute.
2. The Commission wishes to admonish the complainant for his failure to formally notify the Commission that he would not appear at the hearing in this matter, which failure resulted in a waste of valuable state resources.
