The above-captioned matter was scheduled to be heard as a contested case on May 5, 1999 at which time the respondents appeared, however the complainant failed to appear to prosecute the complaint.

        The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

        1. The complaint is hereby dismissed.

        2. The Commission admonishes the complainant for his failure to contact the Commission to indicate that he would not attend the scheduled hearing and for wasting the state’s scarce resources utilized in preparing for such hearing.
