The above-captioned matter was heard as a contested case on September 13, 2005, at which time the respondents appeared, but the complainant failed to appear. The hearing officer was unable to determine whether the complainant had received notice of the hearing.

1. The complaint is dismissed without prejudice for failure to prosecute.
