The above-captioned matter was scheduled to be heard as a contested case on June 15, 2009 at 10:00 A.M., at which time the respondents appeared, but the complainant did not appear to prosecute the case. For purposes of hearing, the above-captioned matter was consolidated with Docket #FIC 2009-189, Thomas E. Perun v. Chief, Police Department, Town of Bethel; and Police Department, Town of Bethel.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
1. The complaint is hereby dismissed.
