The above-captioned matter was scheduled to be heard as a contested case on February 17, 2011 at 2:00 P.M., at which time the respondent appeared, but the complainant did not appear to prosecute the case.  For purposes of hearing, this matter was consolidated with Docket #FIC 2010-593; Josephine S. Miller v. Office of the City Attorney, City of Bridgeport; and City of Bridgeport. 

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1.      The complaint is hereby dismissed.
