A regular meeting of the Freedom of Information Commission was held on February 16, 2010, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting, adjourned due to inclement weather from February 10, 2010, convened at 2:17 p.m. with the following Commissioners present:

Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so on request.
The Commissioners unanimously voted to adopt the minutes of the Commission’s regular meeting of January 27, 2010.

Edward Lazu appeared on his own behalf. Attorney John Rose appeared on behalf of the respondents. The Commissioners unanimously voted to remand the matter to the Hearing Officer for further hearing. The proceedings were recorded digitally.
The Commissioners discussed the Supreme Court decision in Vincent M. Valvo et al. v. Freedom of Information Commission, et al., SC 18283, officially released January 26, 2010. No action was taken.
Victor R. Perpetua reported on pending appeals.
The Commissioners voted unanimously to authorize the submission of a legislative proposal defining administrative functions in the Freedom of Information Act.
The meeting was adjourned at 2:45 p.m.
