The above-captioned matter was heard on October 16, 1986 and on March 5, 1987, at which times the parties appeared and presented evidence and argument on the complaint. The hearing officer granted the Division of Criminal Justice permission to be a party on October 16, 1986. The hearing officer issued her report on September 3, 1987. Thereafter on September 9, 1987, the complainant withdrew his complaint.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed.
