The above-captioned matter was scheduled for December 17, 1986, at which time the complainant appeared. The complainant stated that he had appeared only because records requested by him had not yet been received, although he believed they were in the mail. He stated that he would withdraw the complaint upon receipt of the records in question. On December 22, 1986 the complaint was withdrawn.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.

1. The complaint is hereby dismissed.
