            The above-captioned matter was heard as a contested case on July 21, 1993, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.  This case was consolidated for the purposes of hearing with Docket #FIC 93-90, Wiggin & Dana v. Director of Communications, State of Connecticut, Department of Administrative Services.

 

            On November 23, 1993, the complainant filed a letter with the Commission indicating its desire to withdraw the complaint because the respondent has provided it with the records at issue.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1.  The complaint is hereby dismissed.
