The above-captioned matter was heard as a contested case on January 11, 1994, at which time the complainant and respondent appeared and presented testimony, exhibits and argument on the complaint. However, prior to the conclusion of the hearing on this matter the complainant informed the hearing officer that he wished to withdraw his complaint.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
