The above-captioned matter was scheduled to be heard as a contested case on March 21, 1996 at 9:00 a.m., at which time the respondents appeared, however, the complainant failed to appear. Docket #FIC 95-347 Janice C. Beauregard v. Katherine McCormack, Acting Health Director, Hartford Health Department and Hartford Health Department, was consolidated with the above-captioned matter for purpose of hearing.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed for failure to prosecute.
